Ministry of Health Ministry of Justice and the Ministry of Local Government held a meeting to iron out differences regarding walk in interviews.
After thorough scrutiny of concerns put forward by District Councils, we arrived at the conclusion that their argument lacks substance and basis.
Any Malawian has a right to attend interviews and is at liberty to attend interviews anywhere at that particular time as long as he/she qualifies
Selection of individuals based on district, as suggested by other quarters, would be in conflict with section 20 of the constitution of the republic of malawi which prohibits descrimination of persons in any form of religion age as well as social origin
HSA recruitment was done in line with prevailing Government regulations and policies and was consistent with section 4 (1) of the public service act which states that "entry and advancement within the public service shall be determined solely on the basis of Merit namely relative ability, knowledge, skills and aptitude after fair and open competition which assured that all citizens receive equal opportunity"
There is no regulation that bars an individual to attend interviews at institution where his relative is working
Walk in interviews were therefore open and each and every citizen had a right to participate as long as he/she had requisite qualifications
In this regard the DCs or the Ministry of Local Government has no legal mandate to suspend the introduction of newly recruited DCSAs on payroll
Any HR officer from DHO having difficulties in office in introducing DCSAs on payroll should contact Mrs Khangamwa for technical support
Ministry of Health will proceed as planned and has already instructed the program implementation unit (PIU) to organize a six weeks training for DCSAs which will be facilitated by College of Medicine and Malawi College of Health Sciences
Councils will not be allowed to process September salaries unless they incorporate DCSAs
PS for Health has finally requested Ministry of Local Government to withdraw the indefinite suspension
Councils should ensure DCSAs are introduced on payroll by 5 September
